“The entire Terumah 25,000 [measuring rods] by 25,000 [measuring rods] square shall be set aside as a sanctified portion”1Yechezkel 48:20. – for the kohanim, the Levites – “and the property of the city.” These areas were already discussed, each in its place. “The remaining portion [of the land] shall be for the Nasi,2I.e., the High Priest; alternatively, the king, the Mashiach (Rashi). [his portion being] on either side of the sanctified portion of the Terumah and the property of the city along its width of 25,000 [measuring rods] of the Terumah to the eastern and western borders.3As mentioned, the Terumah was a square, 25,000 measuring rods by 25,000 measuring rods. It was located in the center of one of the 13 strips of land into which Eretz Yisrael will be divided. The portions of land to the east and the west will be granted to the Nasi. [The area] on the western border parallel to the portions [allocated to the tribes] shall be for the Nasi. The consecrated Terumah and the Sanctuary of the House will be in it. The property of the Levites and the property of the city will be in the portion that will be for the Nasi.”4Yechezkel 28:21-22.
The prophet is explaining that the three areas, i.e. the portion of the kohanim, the portion of the Levites, and the portion of the city, will fill the 25,000 measuring rod width of the Great Terumah. However, the Great Terumah runs across the entire width of Eretz Yisrael until the sea. Although these three areas filled the width of Eretz Yisrael, they did not fill its length, as we wrote at the outset.5P. 21ff. What remains on the eastern and western sides of the consecrated Terumah will be given to the Nasi. Thus, these three portions will be in the middle of the portion allocated to the Nasi.
This is also reflected in the prophet’s previous statements:6Yechezkel 45:7. “The portion to be given to the Nasi will be on either side of the consecrated Terumah and the property of the city, facing the consecrated Terumah and the property of the city, from the western border, extending westward, and from the eastern border, eastward, its length corresponding to one of the portions [allocated to the tribes] from the western border to the eastern border.”

עה – The Temple Mount is 500 measuring rods by 500 measuring rods. It has five gates: two in the south, one in the west, one in the north, and one gate in the east.
עז – The portion from the east of the Temple Mount to the eastern border of the consecrated Terumah, an area of 12,250 measuring rods by 10,000 measuring rods. There was a similar portion extending from the west of the Temple Mount to the western border. From the north of the Temple Mount to the northern border of the consecrated Terumah, there were 4,750 measuring rods. There was a similar portion extending from the south of the Temple Mount to the southern border. All of this land was given to the kohanim, the servants of the Sanctuary who draw close to serve God. It is for their homes.
עח – The portion of the Levites. This area corresponded to that of the kohanim. It occupied a strip of land 10,000 measuring rods wide and 25,000 measuring rods long. It was given to the Levites for their needs and for their homes.
פ – The square of the city, 4,500 measuring rods by 4,500 measuring rods. The gates of the city: three to the north, three to the east, three to the south, and three to the west.
פב – The area to the east of the open space around the city until the eastern border of this portion, 10,000 measuring rods by 5,000 measuring rods; a similar area to the west of the open space around the city until the western border of this portion. In it were fields, “whose produce served as food for the workers of the city.”7Yechezkel 48:18.
פג – The Nasi’s portion on either side of the consecrated Terumah that was given to the kohanim, the Levites, and designated for the property of the city, from the western border westward and from the eastern border eastward. Its length is equivalent to the length of one of the tribal portions of Eretz Yisrael, from the western border of Eretz Yisrael to the eastern border of Eretz Yisrael.
