על המקילין ואומרים שאם אין לובש כסות בת ד' כנפות אינו חייב בציצית דחובת גברא הוא כשילבשם ואם אינו לובש אין עליו חיוב או נאמר כל אדם חייב לקנות מלבוש בת ד' כנפות כדי שיתחייב בציצית:
Regarding those who are lenient, and say that one who does not wear a four-cornered garment has no obligation to wear tzitzit, for the obligation is conditional on the person wearing such a garment, and if they don't, the obligation does not exist1This is the conclusion of the Rif Menachot 12a:2. Do we rather say that every person is required to purchase a four-cornered garment in order to be obligated to wear tzitzit?2Such an argument is made in Sefer Mitzvot Gadol, Positive Commandments 26, where even though it is a conditional obligation on the person, it is fitting to purchase a tallit. Similar arguments are made at the beginning of Tur Orach Chaim 24.

והשיבו זו אינה צריכה לפנים שהרי כתוב למען תזכרו, והנח להם לישראל מוטב שיהיו שוגגין ואל יהו מזידין:
They responded: 'Such an argument need not enter here' (Bava Metzia 16a:18), since the Torah says "In order that you shall remember" (Numbers 15:40).3Therefore there is a positive commandment to perform an action of remembering, namely, to wear tzitzit. "Nonetheless, leave the Jews alone, it is better than they sin unintentionally than intentionally." (Bava Batra 60b:21)
