Regarding a prayer leader who leads the congregation when they rise early to plead on the Ten Days of Repentance. Is it permitted to recite the thirteen divine attributes in the presence of less than ten people, or is this not permitted? And is an individual allowed to recite this in his private supplications throughout the year, or is this also not permitted?1This debate is quoted in Tur Orach Chaim 565, where Rabbi Natan [of Rome?] is cited as forbidding the recital by an individual. In Terumat Hadeshen, Part I:8 the same question is asked, and an early responsum is quoted that allows for its recital by individuals.
