(דברים לג י) יוֹרוּ מִשְׁפָּטֶיךָ לְיַעֲקֹב, מְלַמֵּד שֶׁכָּל הוֹרָיוֹת אֵינָן יוֹצְאוֹת אֶלָּא מִפִּיהֶם, שֶׁנֶּאֱמַר (דברים כא ה): ״וְעַל פִּיהֶם יִהְיֶה כָּל רִיב וְכָל נָגַע״, ״רִיב״ אֵלּוּ רִיבֵי פָרָה וְרִיבֵי עֶגְלָה וְרִיבֵי סוֹטָה; ״נָגַע״ אֵלּוּ נִגְעֵי אָדָם וְנִגְעֵי בְגָדִים וְנִגְעֵי בָתִּים.

(Devarim 33:10) "They shall teach Your judgments to Jacob": We are hereby taught that all rulings are by their mouths, as it is written (Ibid. 21:5) "And by their word shall every contention and every plague-spot be (ruled upon.)" "contention": These are contentions involving the (red) heifer, and sotah, and the heifer (of the broken neck). "plague-spot": those of men, houses, and garments.

וְתוֹרָתְךָ לְיִשְׂרָאֵל. מְלַמֵּד שֶׁשְּׁתֵּי תוֹרוֹת נִתְּנוּ לְיִשְׂרָאֵל, אַחַת בַּפֶּה וְאַחַת בִּכְתָב. שָׁאַל אַגְנִיטוֹס הֶגְמוֹן אֶת רַבָּן גַּמְלִיאֵל, אָמַר לוֹ: כַּמָּה תוֹרוֹת נִתְּנוּ לְיִשְׂרָאֵל? אָמַר לוֹ: שְׁתַּיִם, אַחַת בַַּפֶּה וְאַחַת בִּכְתָב.

"and Your Torah to Israel": Agnitis, the general, asked R. Gamliel: How many Toroth were given to Israel. He answered: Two, one written; the other oral.

יָשִׂימוּ קְטוֹרָה בְּאַפֶּךָ, זוֹ קְטֹרֶת שֶׁלִּפְנַי לִפְנִים, וְכָלִיל עַל מִזְבְּחֶךָ זוֹ מִנְחַת כֹּהֵן, שֶׁנֶּאֱמַר (ויקרא ו טז): ״וְכָל מִנְחַת כֹּהֵן כָּלִיל תִּהְיֶה״.

"They shall place incense before You": This is the inner incense. "and a burnt-offering upon your altar": These are the limbs of the burnt-offering.

דָּבָר אַחֵר: יָשִׂימוּ קְטוֹרָה בְּאַפֶּךָ, זוֹ קְטֹרֶת שֶׁלִּפְנַי לִפְנִים, וְכָלִיל עַל מִזְבְּחֶךָ, אֵלּוּ אֵיבְרֵי עוֹלָה.
