[א] "וראה הכהן את הנגע" – שיהיו עיניו בו בשעה שהוא רואה אותו. "בעור הבשר" – הבינוני. "בעור הבשר" שיהיה רואה כל הבשר עמו כולו כאחד. ר' יוסי ברבי יהודה אומר מה ת"ל "בעור הבשר"? שיהא כל החוצה לו סמוך לעור הבשר וראוי לפשיון, שאם היה סמוך לראש ולזקן ולשחין ולמכוה ולקדח המורדים – אינו טמא.

Yehudah says: The nega must be outside the skin of the flesh, right next to it, so that it lends itself to spreading. For if it were right next to the head, the beard, or a "rebellious" boil or burn or inflammation (viz. Chapter 1:1), it would not be tamei.
