ראה החלותי תת לפניך. מה כתיב שם והתגר בו מלחמה (דברים ב כד), והם לא עשו כך, אלא ואשלח מלאכים (שם כו). אמר הקב"ה אני אמרתי והתגר בו מלחמה, ואתה אומר לשלום, אין שלום אמר ה' לרשעים (ישעיה מח כב), ראה גדולים דברי שלום שבטלו ישראל מה שאמר להם והתגר בו מלחמה ולא כעס עליהם.
(Deut. 2:31): SEE I HAVE BEGUN TO GIVE <SIHON AND HIS LAND> OVER TO YOU. What is written there (in Deut. 2:24)? <SEE, I HAVE GIVEN SIHON, THE AMORITE KING OF HESHBON, INTO YOUR HAND ALONG WITH HIS LAND. BEGIN TO TAKE POSSESSION,> AND ENGAGE HIM IN BATTLE. But they did not do so. Rather (we read in vs. 26:) THEN I SENT MESSENGERS <FROM THE DESERT OF KEDEMOTH UNTO KING SIHON OF HESHBON WITH WORDS OF PEACE>. The Holy One said: I said: AND ENGAGE HIM IN BATTLE, but you are talking of peace. (Is. 48:22:) THERE IS NO PEACE, SAYS THE LORD, FOR THE WICKED. See, the words of peace are so great that Israel nullified what he had told them (in Deut. 2:24): AND ENGAGE HIM IN BATTLE. Still he was not angry with them.

[ממדבר קדמות (דברים ב כו)]. מהו ממדבר קדמות, אמר לו משה ממך למדתי שקדמת לעולם, יכול היית לשלוח ברק אחד לשרוף המצריים, ולא עשית, אלא שלחתני לפרעה שנאמר שלח את עמי (שמות ה א), הוי קדמות.
[(Deut. 2:26:) FROM THE DESERT OF KEDEMOTH.] What is the meaning of FROM THE DESERT OF KEDEMOTH (rt.: QDM)? Moses said to him: From you I learned that you existed before (rt.: QDM) the world.33Rashi on Deut. 2:26. You could have sent a single bolt of lightning to burn Egypt, but you did not do so. Rather you sent me to Pharaoh, as stated (in Exod. 5:1): LET MY PEOPLE GO. Ergo KEDEMOTH.

ד"א ממדבר קדמות, מן התורה למדתי שקדמה לכל, כשבאתה ליתן אותה גלוי היה לפניך שאין בני עשו ובני קטורה מקבלין אותה, ואעפ"כ קימת ותבעת אותה להם שיקבלו אותה, לכך ואשלח מלאכים, אמר הקב"ה אתם שואלים שלום, חייכם אתם יורשים את ארצם בשלום, שנאמר וענוים יירשו ארץ והתענגו על רוב שלום (תהלים לז יא).
Another interpretation (of Deut. 2:26): FROM THE DESERT OF KEDEMOTH. From the Torah I learned that it existed before (rt.: QDM) everything. When you came to give it, it was revealed to you that the children of Esau and the children of Keturah would not accept it. But nevertheless you persevered and demanded it for them so that they would accept it. Therefore (in Deut. 2:26): I SENT MESSENGERS <FROM THE DESERT OF KEDEMOTH>. The Holy One said: You are asking peace. By your life you shall take possession of their land in peace, as stated (in Ps. 37:11): BUT THE MEEK SHALL TAKE POSSESSION OF THE LAND AND TAKE DELIGHT IN ABUNDANT PEACE.
