"וְהַלְוִיִּם לְעֻמַּת גְּבוּל הַכֹּהֲנִים" (יחזקאל מח, יג) בַּדְּרוֹמִי שֶׁלָּהֶן, שֶׁהֲרֵי הַלְוִיִּם בֵּין הַמִּקְדָּשׁ וְהָעִיר, וְהָעִיר הִיא בַּנֶּגֶב כְּדִכְתִיב (יחזקאל מ, ב) "וְעָלָיואכמו שאמרו המפרשים, שפירוש “ועליו” היינו, בסמוך. כמו: ועליו מטה מנשה. יחזקאל ראה בצד דרום את העיר מנגד, וראה הבית בחלקו הצפוני של התרומה. ובמראה הנבואה ראה מצפון לדרום המקדש והכהנים ומדרומו הלויים ובדרומו העיר. כְּמִבְנֵה עִיר מִנֶּגֶב.
“Opposite the border of the kohanim,”1Yechezkel 48:13. to the south, was the portion granted to the Levites. Their portion was between the Beis HaMikdash and the city. The city will be to the south, as the verse states,2Ibid. 40:2. “Near it, there were building[s] resembling a city.”
“[An area] 25,000 [measuring rods] long and 10,000 wide was granted to the Levites, the servants of the House, as a heritage; it had twenty chambers.”3Ibid. 45:5.Radak interprets the words, “it had twenty chambers,” as meaning that the Levites should make twenty chambers in their portion close to the portion of the kohanim. According to Radak, these chambers would serve as dwellings for the gatekeepers of the Beis HaMikdash, so that they will be close to the Beis HaMikdash. The Levites will use remainder of the area for their needs and private homes. Rav Yitzchak Abarbanel and Rashi also interpret the verse in that manner.
